Ad Set Budget
What is ABO?
Ad Set Budget, known in Ads Manager as Ad Set Budget Optimization or ABO, is what you get when you assign a specific daily or lifetime budget to an individual ad set instead of to the campaign that contains it. The alternative is Advantage+ campaign budget, the current name for what Meta used to call Campaign Budget Optimization, or CBO. Meta describes Advantage+ campaign budget as a setup where you set one central campaign budget, which then continuously distributes in real time to ad sets with the best opportunities throughout the course of your campaign. Ad Set Budget is the opposite choice: Meta's own guidance says that if you disable Advantage+ campaign budget, you should provide budgets for all ad sets under the campaign, so each ad set then spends only what you assigned it, independent of how any other ad set performs. The Marketing API treats this as one mutually exclusive setting rather than two separate features. On the Campaign object, Meta documents daily_budget and lifetime_budget as the daily or lifetime budget of this campaign, noting that all adsets under this campaign will share this budget and you can either set budget at the campaign level or at the adset level, not both. Choosing the ad set level for that setting is what Ads Manager calls Ad Set Budget.
Example
A marketer runs three ad sets under one campaign: Lookalike 1% at $50 a day, an interest stack at $30 a day, and retargeting at $20 a day, each set as its own Ad Set Budget. Every ad set spends only its own allocation regardless of which one performs best, so retargeting keeps its $20 even in a week where it produces a $5 cost per result while the lookalike ad set sits at $15. Before locking in numbers like these, check Meta's own minimum guidance: for an ad set on the LOWEST_COST_WITHOUT_CAP bid strategy, Meta's Marketing API reference lists a $0.50 minimum daily budget for an ad set optimizing for impressions, $2.50 for one billed on clicks, likes, or video views, and $40 for low-frequency actions such as app installs.
Meta Marketing API Ad Set Minimums
| Platform / Segment | Value | Note |
|---|---|---|
| Min Daily Budget, Impressions | $0.50/day | Marketing API Ad Set reference |
| Min Daily Budget, Clicks/Likes/Video Views | $2.50/day | Same bid strategy, per ad set |
| Min Daily Budget, Low-Frequency Actions | $40/day | App installs, offer claims, Canvas app installs |
| Advantage+ Campaign Budget Fit | 2+ ad sets | Meta: best suited for campaigns with at least 2 ad sets |

Optimization Tips
- 1
Use Ad Set Budget when testing new audiences or creatives and you need each variant to get a fair, comparable amount regardless of which one looks better in the first few hours.
- 2
Check your number against Meta's minimum-by-billing-event table before you launch. An ad set optimizing for a low-frequency action like an app install needs at least $40 a day per Meta's own reference; setting it lower is a common reason an ad set simply will not spend.
- 3
Before turning off Advantage+ campaign budget, remember Meta's own instruction: if you disable it, you should provide budgets for all ad sets under the campaign. An ad set left without one when you switch away will not run.
- 4
Do not assume every budget edit resets the learning phase by some fixed percentage. Meta's own guidance on significant edits names no threshold; it says a budget change may or may not be significant depending on the magnitude of the change, and gives its own example: $100 to $101 is unlikely to matter, but $100 to $1000 may send one or more ad sets back into learning.
- 5
For retargeting ad sets with small audiences, keep the Ad Set Budget modest. A high budget chasing a small pool of people drives up frequency faster than it drives up results.
